Help! UnionBank EON processing for PayPal

My friend who just signed up for a PayPal Philippines account is currently having a tough time having her account verified. She doesn’t have a credit card (Visa, MasterCard, Discover, and American Express) which is usually the easiest way for a PayPal account to be verified. I advised her to open an EON cyber account from UnionBank since this was how my sis got her PayPal account verified.

So last May, my friend applied for an EON account online and chose a UnionBank branch in Bacolod to pick up her ATM card. Unfortunately, there was no card after weeks of calling the bank and we even dropped by the branch and inquired about it from their staff. My friend was advised to re-apply again and since she was about to go home to Cebu, she decided to have it there instead. But it took weeks again for the application since the bank was updating their services, and she was advised to wait.

Finally my friend got her EON ATM and her UnionBank account is now linked to her PayPal account but still needs to be confirmed. This is the challenging part since she needed to call UnionBank’s customer service and ask for her 4-digit PayPal code. I had a tough time myself too when I inquired about the code for my PayPal account last year. Unlike credit cards where the 4-digit code is displayed in the PayPal charge of your card statement (mailed or online), UnionBank’s EON and eWallet accounts require their clients to call their customer service for the code. According to the steps outlined in the UnionBank Expanded Use enrollment: “For EON Visa Electron and eWallet Card holders, please contact the UnionBank Customer Service Call Center at 84-186 and ask the customer service agent to provide you with the 4-digit PayPal expanded use code.”

But establishing connection to their customer service is another difficult part in the whole verification process. My friend has been calling the above number for the nth time for the code, but to no avail. Their line can’t be reached! Note that it’s not even toll-free so my friend already wasted a lot of money for the failed calls. She also tried calling UnionBank’s domestic toll-free number 180018882277 but it’s not accessible. Aarrgghhhh… how frustrating to call them again and HOPING that you can get through, knowing that every minute of the call you’re being charged even if you’re not answered. Well, I do HOPE my friend will be fortunate in the next try. It’s a ‘so close yet so far’ dilemma for her since her PayPal account just needed those important 4-digit numbers for it to be verified and then she can withdraw her much-needed money.

I am blogging about this since you may know of some options for PayPal verification in the Philippines. Are there other banks aside from UnionBank with debit cards which can be used to verify PayPal accounts? Please help.
